Hello, Where would a chemical feeding pot be installed on the main water entrance line to the building: downstream or upstream the meter ? Thank you[glasses]

open or closed system?

For closed systems: around the system pump. And for a few days a year the chemicals are added, you bypass some of the system flow to go through the feeder. Rest of the year, the feeder is closed off. just make sure thee is a procedure to close the valves after the few days of chemical feeding.

please how to tell whether open or closed?

Open water systems have outlets (taps, showers, etc).
Closed ones are loops usually for heating or cooling space.
The chemical pot should be located downstream the meter and must be downstream a non return valve or RPZ system.
Better to install it in parallel than in line to ease maintenance.
