Chicago Plenum Fixtures

What is special about light fixtures recessed in a ceiling used for return air in the City of Chicago. I notice many fixture cut sheets with a "Chicago Plenum" option. What do they know in Chicago that everybody in the rest of the US does not? Or is this just a reaction to Mrs. O'Leary's cow problem? Any other cities have this requirement? (NYC maybe).

Yes, very much about the cow.

Essentially the basic requirements limit air flow from room side to the plenum and what materials may be plastic. There are exceptions. Fixtures must be submitted and approved for CCEA (City of Chicago Environmental Air).

I'm not aware of any other cities having this requirement - but any city, as the Authority Having Jurisdiction, can make specific requirements which supercede UL or CSA.
