For water it is water cost + cost of chemicals (if you add any) reduced to the quantity of water lost.

For energy cost calculate energy loss by m x C[sub]p[/sub](t1-t2) where m = mass of chilled water lost in kgs
C[sub]p[/sub] = specific heat of water (1 kCal/Kg [sup]0[/sup]C)
t1 = return water temperatre in [sup]0[/sup]C(in your case there won't be any return[wink] still consider temperature of water at the inlet of the chiller)
t2 = chilled water temperature in [sup]0[/sup]C.

Once you get the value you can get the energy cost by specific consumption of chiller. Convert it to suitable monetary terms.
