Can you adjust your entering water temperature to above the room air dew point temp?

you haven't "designed" anything here.

You've drawn three boxes with a few arrows and some random numbers.

You're going to have to provide a LOT more information here before you will get a sensible reply.

What are you evaporating? This looks like 2 heat exchangers with a reservoir in the middle. So you are pumping a fluid around. Is there a refrigerant somewhere? Perhaps the names are misleading. If you are worried about cold water in the reservoir hitting the evaporator, then you should limit the reservoir temp so it can't get too cold. I'm just guessing here. As LittleInch said, we need more info.
