can chlorine di oxide transported through carbon steel pipe?

No. Chlorine dioxide is a strong oxidiser and would eat through the steel fairly quickly. PVC is generally recommended.

It isn't the oxidizer part that attacks systems, it is residual acids in the solution from the production of CD.
When CD is produced as a gas on demand the salts (that dissociate as acids) stay in the reactor and the CD gas is very near non-corrosive.
