chlorine dioxide as disinfectant

I would like to know how ClO2 is effective as a disinfectant against E Coli.
My client don't want to use Hypo Chlorite as they recently aware that this may cause DBPs which may be carcinogenic.

I have found this reference that ClO2 that it may not be effective against E.Coli.

Is chlorine dioxide effective?
Chlorine dioxide is generally effective for the deactivation of pathogenic microorganisms. It is less effective for the deactivation of rotaviruses and E. coli bacteria.

Chlorine dioxide does not react with humic or fulvic acids to form trihalomethanes or haloacetic acids to the extent that chlorine might. However it does form other DBPs such as chlorite and chlorate.If your clients water does not contain higher levels of organics than DBPs will be less of an issue.

Chlorine dioxide is effective against the same pathogens as chlorine. The research is variable but in summary chlorine dioxide is better in some cases and worse in others, but would be as acceptable as would chlorine under all normal circumstances. It is better than chlorine at pH above 8 and works well over a greater range than chlorine. Generally the Ct values for chlorine dioxide are the same or lower than for chlorine.

Chlorine dioxide is more difficult/expensive to use. Chlorine dioxide is generally a better oxidiser than chlorine.

I spoke to micro biologist. He says the actual dosage has to be determined by trial basis where the chlorine level (free chlorine ?) should not exceed 2-3 ppm.

ClO2 is supposed to be powerful disinfectant than NaOCl. However, both seem to be ineffective against persistent pathogens. If you got over the problem, it is good. We finally went ahead with heating of water to eliminate pathogens.
