choosing right pressure regulator valve of samson products 1

HI all
I HAVE A PROBLEM CHOOSING BETWEEN SAMSON TYPE 4123 OR 4173 ?!
ACCORDING TO MY CLIENT DATASHEET I SEARCH SAMSON WEBSITE AND FIND TO TYPES THAT CAN I OFFER. FIRST TYPE 4123 THAT IS PRESSURE REDUCING VALVE AND SECOND IS 4173 THAT IS EXCESS PRESSURE VALVE BUT NOW I DON'T KNOW WHICH ONE IS BETTER TO OFFER
KINDLY PLEASE HELP ME TO FIND THE ANSWER. ALL DATA IS ON ATTACHED DATASHEET .

Just to be sure, is there a P&ID for these 2 regulators ? It doesnt say if the control location is upstream or downstream - a short footnote on the datasheet would have helped.
 
Based on the process requirement, you need to confirm if the valve is to be used either:

1. to maintain the downstream pressure, then use 4123, pressure reducing valve for required & constant D/S pressure
2. to maintain the upstream pressure, then use 4173, for keep the constant U/P pressure

NO THERE IS NOT ANYTHING IN DATASHEET I JUST HAVE THIS PAPER. I JUST KNOW THIS IS FOR GAS PRE-COMPRESSION UNIT
