Circular base plate design with opening 2

I have a circular base plate with a opening as in the picture, I need to find the neutral axis location for bending on the plate to design for the maximum tension force per bolt, I believe most of the bolts will be in tension and a block of the steel plate will take compression.

can anyone help me or guide me to design such a Baseplate?

Dimensions are?
Load is? (Weight, moment, thickness of the welded joint?)
"Load" will be attached between the inner and outer stud holes, true?
 
KootK beat me too it. This is very similar to the Monopole bases for communication towers or vetical vessel design for industrial structures. Both of which are covered in document KootK referenced.
