In what conditions Cladding is preffered on Weld Overlay for Tubesheets?

One reason may be compatibility of materials w.r.t. welding.
Eg., as Titanium is not weldable with Non-Titanium materials, the tubesheet is required to be cladded.

Are there any other factors which decides when to go for Cladded Tubesheets than Weld Overialed one?

Thanks.

Size (surface area) also is often a factor. Very small tubesheets and very large ones favor weld overlay, since it not economical to explosion clad a very small piece and some cladders have upper size limits (sometimes only limited by what can be shipped).
Thickness is also a factor. You can get a lot of distortion doing weld overlay on a thin tubesheet.

Look around at examples. Usually clad have better performance, so then it becomes a question of economics.
