Cleaning of Pulp Fouling in Shell and Tube Blow Tank Gas Condenser

Is caustic soda good enough to remove and dislodge caked on pulp/paper in a blow gas shell and tube condenser?

It has been difficult to find a common solution because most pulp mills use direct contact condensers for their blow tanks.
