Given that an installer is installing pressure-rated code-stamped vessels manufactured by a different fabricator who is a code shop, and given that the installer will only be welding interconnecting piping, and its elbows, tees and flanges, and his other work will be the installation of valves and instrumentation...

...must the installer be a "code shop" if the system will be under pressures greater than 15 psig, and ... what's the reference to back this up?

The installer should comply with ASME B31.3.

One more question...

... is the R stamp required to weld piping? I do not think so but I do not know.

Got it from another source... R stamp is not required since not welding on the vessels.
 
Depends on your jurisdiction. Compliance with B31.3 is minimally necessary- ASME IX welders and procedures, NDE per code etc. But in some jurisdictions such as Ontario, Canada, you are ALSO required to have a Certificate of Authorization from the "authority having jurisdiction" (AHJ), and to complete a form with them acting essentially as AI to certify that the hydrotest and other NDE are completed. Your own situation may vary.
 
It also depends upon the vessel in question. If you have an ASME section VIII vessel no field stamp is required and the above recommendations should be followed. If you have a section I boiler, then the field fabricator must be certified to that code.

Boilers are required to be fabricated to a more regulated standard. In the US, each state will often have its requirements for installation and issuing operational permits.

A "good" field fabrication contractor should (in theory) know all the above.
