Coded Vessel

We have a Stamped Coded vessel on the jobsite which has not been put into service yet. The ladder clips welded to the outer shell were damaged when being off loaded. The clips were cut off and then ground below apparent metal. What should be done in regards to properly repairing these clips?The Contractor says since it is their vessel they can repair as they deem necessary. I know this is wrong and should be left up to Engineering and the AI, but need some codebook guidance here.

need to write a repair procedure in accordance with NBIC
using an approved welding procedure and qualified welder and contractor repairing should have a valid R stamp and he should fill out a R-1 form.

if it were me...i would make them butter the shell to the nominal thickness and then MT the area and UT for thickness.

then weld on clips.

A AI's descretion, he can call it a minor repair and not HYDRO the repair and no R stamp is required, but the paper work should be filed, especially if it has a National Board Registration

Can you give me reference numbers as to where it states these requirements in Sec VIII codebook. All help is appreciated.

ASME B&PV Code, Section VIII, Div 1 only deals with new construction and for hydrotesting requirements see UG-99 (a) 1. If this vessel has been hydrotested, stamped and the U1 data report is signed you have a completed vessel. Beyond this point, weld repairs can be made as mentioned above to the National Board Inspection Code (NBIC).

If this damage occurred during shipment of a completed vessel, this is a contractual matter that can be settled various ways - one of which was weld repair using the NBIC.
