Cold Air Purge System

I was wondering if anyone could point me in the right direction. i have been asked to create a cold air system capable of producing 100 scfm. The air temperature does not need to be exact but I was told as cold as possible with no moisture. We are using it to purge cold air past a rim seal on the turbine portion of a engine. We really dont know anything about cooling. If I need anymore info please let me know. Thanks for the help.

first get some more clear specifications:
what is the required pressure?
what is the required temperature?
what is the required dew point (moisture content)?
no moisture, i guess you mean no condensation
no moisture would be impossible
as cold as possible, that would be close to -250degC or so
 
I apologize for not being more specific. The information I am getting is very vague and no one is quit sure on what we actually need. The specifications I will give are more of a general guideline. "Naturally aspirated" the turbine pulls around 7 psi worth of preesure through the tubing we are using. Technically we could fill a plenum full of cold air and let the turbine pull from that but we are not quite sure how effective that would be. The temperature would be 35-40 degrees F. Also as you said, when I meant no moisture I was referring to the codensation that comes with some cooling techniques. While eliminating all moisture is impossible, we dont want to much passing through the system to rust the internals of the rig. These are some guidelines for now and I can try to come up with a more specific dew point tomorrow while in the lab. Thanks again.
 
Perhaps you can look into some of the equipment offered by Medical Air Compressor manufacturers. I know they offer oil free, low moisture equipment. We see air dryers added in line in health care and lab work.

I am not sure what their temperature limitations are, but as a start, I'd look at championpneumatic.com They may be able to guide you further.
