column splice location

whats is basic concept of Splice connections location on columns, I have small doubt about on topping case. If they noted provide the splice 4'-0 from the finished floor, floor slab thickness is x" and topping y". at this case splice location can i consider the topping thickness for splice location or only with slab thickness.
