Column steps down in size at the baseplate level 4

Hi,
I am checking a baseplate drawing where the column is stepped down in size at the baseplate connection (image attached) to avoid the requirement for a large moment connection and many bolts.

I have not received calculations yet. The steel structure is subjected to seismic and wind loading along with dead and live loads.
Please let me know if this any recommended practice for a simpler baseplate connection design.

Generally speaking, moment frame relies on moment connections between beams and columns (and/or moment connections between columns and foundations). In most cases, you can arrange the anchor bolts layout to avoid the moment connection between columns and foundations if the foundation is not supposed to take moment. The current column step down in size, to my opinion, is not reliable option.

Hi All,

Thank you for your views and suggestions for the subject query. I could able to discuss these views with my designer and convince him to go with the traditional baseplate without any column downsizing.
