columns stirrups extending inside horizontal element

In a non seismic zone, should the columns stirrups go inside the slab / beam or it can stop below the beam / slab as per chapter 7 of aci318-11 ..

Yes, in non seismic areas, column ties are not normally placed within the horizontal member depth.

2" or 3" above slab surface and 2" or 3" below slab soffit. Spacing as required in-between, usually 12". Nothing in slab thickness as long, assuming it's not an unusually large depth.
