combinig branches in FW UG networks

As you see in the picture, in the fire water underground piping network, we have a header line with many branches diverge from the header separately. For branches with final destinations near each other such as branches No. 1, 2 and 3 can we combine them into one branch and diverge it at the end to reduce the cost of material, excavation and construction?

What are the 3 branches supplying?

I would say you should be able to run a common supply line sized to handle the largest flow requirement but I would want to ensure there wasn't a need for separate lines (redundancy of supply maybe?).
 
As you see in the picture, we have a GRP pressurized fire water header line with a couple of branches that diverge from it to distribute water to different users. In our project the designer has used separate pipe for each line of mentioned users. I think we can diverge one branch from the header (instead of three branches in the picture) and diverge it to three branches near the destination. By doing this, we can greatly reduce the costs of excavation, material and construction. Is it technically possible or not. If it’s not, please clarify the criteria.
