Complain third party design review disqualified

Who shall be the Auditor, Regulatory Agent to qualify ABS work quality and where can I get the link for searching the auditor?
I have a design reviewer from ABS, who commented and took the thickness (the minimum) at OD of the flange cover as the calculated thickness as per code. That shows the reviewer didn't understand how to calculate the flange cover thickness. I checked his working experience in LinkedIn. He only has 3 years’ experience. I also asked my friends who are working in the manufacturer as design managers. All complained ABS design review work quality. Complaining to the reviewer manager and requesting a new one is useless, another one may be worse. It shall be an authority third party to audit and regulate ABS work quality.

Hint: be clear about what you want to know (and avoid acronyms and abbreviations wherever possible, because others may not use the same).

Assumption: ABS in your case refers to AMERICAN BUREAU OF SHIPPING. If so, the next question becomes geography - where in the world is the material to be audited/regulated and/or where will the vessel operate? Pretty much any vessel regulatory body (Lloyds Register, Det Norske Veritas, American Bureau of Shipping, Bureau Veritas, etc.) will work with you, as long as you clearly define what standard you're using.

You will also need to be clear about how the regulatory body defines things (in the applicable version of the rules) - they might not look at it the same way as you'd be used to in another system.

You will likely find similar backgrounds among whoever you use - it's the luck of the draw. Either someone has the experience - or they don't. The new folks have to essentially learn by doing as there's not a lot of people left to teach them - which can be tough for you. I am willing to bet that your company has much the same issue ay some level of the organization.

@Gr8blu, thanks for sharing, the anwer seems hopeless as the same problem may be also in my company, too nagetive.
 
To lessen the burden of inexperienced reviewer comments-Get a face to face or at least virtual face to face meeting and discuss the comments. I know this from experience that when the comments are not clear /from inexperienced reviewer its better to discuss the comments and complete the document review/certification. This should be the aim. Frustration/Complaining won't help. This is common for every reviewer/third party and we can't do much.
 
@NRP99, yes, totally agree. For client and user review, the manufacturer has the responsibility to explain the design whatever questions are from them. But for the third party, teaching the inexperience reviewer by paying money to him, in general speaking, will make people will instinctively resist psychologically. But as you said, we can't do much.
The root reason may come from the client/user, they don't believe the manufacturer and pay more money to request third party reviewing the design. But they may ignore the fact that the experience and knowledge from third party reviewer may be lower than the manufacturer. If you don't believe the design from the manufacturer, how do you believe the third party or the reviewer from the third party? “Authority” in the name of Authority Party may blind user’s eyes. We should note that ASME Code Section VIII-1, Appendix-47, the requirement for pressure vessel designers to regulate the PV design engineer (degree with 4-years experience), but not for the third-party reviewer. Also, TBE may evaluate the manufacturer as per Appendix-47, but not third-party reviewer.
Request that Appendix-47 shall include the reviewer from Authority Parties.
