COMPUTER APPLICATION SCROLLS WHEN OPEN

My name is Brymor, i have a problem with a user computer; anytime i open any application e.g ms-excel, it scrolls from the top to the bottom. and if you try to return it to the top it goes down again. i have check the mouse, keyboard and also scan for virus but its not working. i have also formatted the system and install windows 7 but it is still not working. can somebody help out.

1) one of the keys is possibly stuck
2) is your scroll lock permanently on?
