Concrete Corbel taking lateral load and torsion

I found no code or design manual describing this situation but I think it’s quite common.

When a concrete corbel is to support a bridge bearing at the external face of building (bridge subject to wind load), the corbel will take horizontal wind load, at the same time the loading is acting on the top face of corbel, it also create eccentric torsional force on the corbel.

What are your practice to design a corbel according to this situation? Develop struct and tie model for horizontal part of the corbel, treat it as beam?

For the reinforcement part, will you add extra tension reinforcement to cater this horizontal load as well as links? I have seen very few description on this practices

You can design it as short cantilever beam for the lateral load and torsion, then add the results to the normal design. Also note, the beam seat corbel is usually uniformly shaped across the entire width of abutment it attached to, wind has minor effect compared to other type of loadings.
 
I assume this is a pedestrian bridge with a bottom horizontal truss and light weight? A 3d Strut tie model would be my approach, normally I create the strut tie model/truss in a analysis program for easy solving. If I have an enclosed walk way I try to have a positive attachment at the top horizontal truss as well.
