Concrete Cover at the Drip Edge? 1

Another balcony-related question.
Something we see all the time is the example attached - a slab designed with minimum cover for the bottom mat of rebar, and then right next to it, a note calling for a 1" recess for a drip edge.
Presumably, the area where the drip edge is will not have the required concrete cover.

Is this a problem? Or is it OK since it's such a small area, presumably one where water won't reach as easily?

Supposedly, the water than makes it around to the underside of the slab would only go as far as outside of the notch, and gravity would keep it from moving to the top of the notch. Even if the reinforcing is exposed and rusts at that point, it's on the compression face of the slab, so structurally it's not an issue. Aesthetically, having a rusty spot there could be undesirable, though, so probably best if the notch didn't go all the way to the reinforcing.
