Is there a code or specific rule for designing a drip edge on a concrete overhang? Like, how far back to place the drip line, or minimum over-hang distance to a vertical element? ...maybe even a rule-of-thumb?

I don't think there's a code issue here - its more a maintenance issue - I've seen drips placed between 3/4" and 2" away from a concrete edge. One fear is that if you place it too close, the small "fin" of concrete between the face and drip might chip or spall off.

I generally use 1"with quarterround shape the curved side to the outside. there is less of a transition and the shape allows easier stripping. Quarterround is also available in PVC and PE. Not aware of any code issues... Might be careful about any 'drip'lines that can form...
