Concrete plinth

I am designing 4 No concrete plinths/pedestal (2m long X 0.3 X 1.3 h ) to support water tank (20000KG) mounted on top of existing slab.
Any guidance in terms of design considerations and code detailing requirements?

If they are not concrete, then I assume they are steel?

I meant 4 NO. (numbers),
yes they are concrete.
 
How thick is the existing slab which you are dowelling in to?
 
I have similar case. I just designed it as a regular pedestal. Then use hilti epoxy to develop the dowels to existing. Also check punching shear.
 
If it is thick enough then chemically anchor your dowel bars in, if not use through bolts with backing plates.
 
Don't forget any tension forces due to overturning here. Considering the FS required, there may not be enough capacity in the dead load of the slab to resist it.
