i am designing a 10" steam line for a flow of up to 10,000 lb/hr and upstream pressure of up to 40 psig. i will appreciate it if anyone can provide some guidance on sizing the condensate drum

It will depend on how many minutes of hold up and surge you require. For example, lets say you want 5 minutes hold up and 2 minutes of surge. Based on the flow rate you have given, you can calculate the volume required. Then it can become an iterative process of assuming a diameter and then calculating the length of the pot. You would probably want to have an L/D ratio around 3:1.
