Condenser retubing

Is it normal to use a loctite type sealing product when retubing a refrig. shell and tube heat exchanger ( condenser). Tubeplate is carbon steel, tubes 3/4" od copper. Currently just expanding the joints but experiencing leaks. Should a sealing product be used in the expanded/rolled joints. Is there a guidance or reference document on performing this type of work.

That would be a first for me. Loctite, huh?

What I have seen used is Loctite Resinol AT.

You still need to roll and do everything else right. Considered "insurance".
