Where could I find the limitations and defining issues, relative to a person being involved in production and inspections. I suspect there are limits on it, but I would like to hear specifics and I know some of you guys can either quote it for me, or at least point me in the right direction.

Hi there,

If it is B31.3 and about Owner's Inspector, then please read 340.4 of B31.3.
There was Code Case about acceptability of the Owner's Inspector being paid by an EPCM company, who was responsible to design and construct a plant. The interpretation of the committee was that this type of arrangement is unacceptable, because of the Clause 340.4 of the Code.

More specifically, what (if anything) is in the code that would prevent a person from supervising production and project management, as well as doing weld inspections?
 
Nothing in B31.1 provided you meet the technical qualifications below;


136.1.4 Qualifications of the Owner’s Inspector
(A) The Owner’s Inspector shall be designated by the
Owner and shall be an employee of the Owner, an
employee of an engineering or scientific organization,
or of a recognized insurance or inspection company
acting as the Owner’s agent. The Owner’s Inspector shall
not represent nor be an employee of the piping manufacturer,
fabricator, or erector unless the Owner is also the
manufacturer, fabricator, or erector.

(B) The Owner’s Inspector shall have not less than
10 years of experience in the design, manufacture, erection,
fabrication, or inspection of power piping. Each
year of satisfactorily completed work toward an engineering
degree recognized by the Accreditation Board
for Engineering and Technology shall be considered
equivalent to 1 year of experience, up to 5 years total.
(C) In delegating the performance of inspections, the
Owner is responsible for determining that a person to
whom an inspection function is delegated is qualified
to perform that function.
