Are there any limitations (cone angle, full penetration weld, etc.) per ASME Section VIII, Div. 1 on welding (large end to shell) a conical nozzle to the side (not end)of a shell?

There is nothing in the code that prohibits this, however, I don't think there are any rules to cover it. So that puts you into a U-2(g) scenario.

It seems more straightorward from a Code rules standpoint to use a short cylinder to satisfy nozzle reinforcing calculations, with an attached conical portion.

The problem with sloppy work is that the supply FAR EXCEEDS the demand

I can imagine that the fit-up between the cone and the shell cylinder would be a nightmare. For that reason alone I think need to add a pipe stub to the cone so you can make the cutout opening in the shell. Or if you can use a concentric reducer instead of a conical transition that might be a better way to go.
