Connecting substation mesh with Terminal tower compound mesh

If the area is not sufficient to lay more conductor then
Can we consider terminal tower compound area near the substation area in the design by connecting the Mesh of substation with the mesh of Tower compound mesh through a reasonable size of conductor?

In my experience it's normal practice to bond the terminal tower earthing to the substation earthing. One of the reasons is to reduce the risk of back flashover on the line.
