Connection between oil containment slab and transformer foundation

Hello,

I am designing a transformer foundation with concrete oil-containment pit around. Usually I design the transformer pad and the slab separately and show only a waterstop in between. The transformer pad is 4ft thick and the slab is 8" thk. After the drawings were reviewed by the client, their engineer made a comment that there should be a dowel between the slab and the pad. I wasn't anticipating to put dowels, because the transformer pad will settle more than the slab and this will create stress in the connection. Would love to hear your thought whether the dowels should be placed or not. Thanks.

concur... have you looked into using sorbweb material for containment... I've used it several time and find it to be an excellent product. disclaimer: I have absolutely no involvement with the company or product... it's just really good and very cost effective. If the client insists, can you do a keyway with the waterstop included?

Thanks, we have used the sorbweb material as well, but in this job concrete system was requested.
So, do you agree with having the dowels or not having the dowel? I didn't get what you concur
 
I wouldn't dowel it... if concerned, use a keyway...
