Consideration of Nozzle loads (from PIPING) in Flange Rating

This has reference to Code Case 2901 & ASME Interpretation VIII-1-16-85 (attached for ready ref) regard to checking of flange rating for external piping loads.
ASME Interpretation VIII-1-16-85, says calculation shall be performed to validate the flange rating (when there are external piping loads in addition to internal pressure).

Please suggest the guidelines/design methodology/procedure for flange rating check (under external piping loads)?

Follow the Code Case. I don't understand the confusion.

Also, please note that Code Case 2901 is incorporated in the 2019 Edition under UG-44(b).
