Can I get away with 20 foot spaced control joints in a concrete slab that is 4 inches thick that surrounds an in- ground pool at a country club. The control joint is about 1/4 inch deep. The area is somewhat irregular in shape requiring an unsymmetrical control joint pattern with maximum spacing of 20 feet

Without rebar (not WWF), I would bet that you would get cracking each way at mid panel.

I would suggest control joints at 8 to 10 feet maximum in accordance with PCA requirements. Panels should be approximately square, not rectangular.

I wouldn't skimp on this location, as cracking will be noticed and you will get complaints.

jdbpe...ditto to jike and cvg comments.

Also, the control joint depth for a 4-inch slab should be 7/8" - 1", and saw them as soon as possible after placement, but in no case more than 12 hours after placement, preferably sooner.

Recommended minimum sawcut depth is 1/4 of the depth of the slab. I prefer 1/3.

I also prefer using a "Sofcut" saw, if available.
