Controlled access and limited access are terms that apply to the rights of property owners to access streets or highways abutting their properties. Their definitions vary from state to state, but they mean much the same thing. In general, controlled/limited access means the right to access or easement is constrained and/or and regulated by the authority having jurisdiction over the abutting highway or street.
A freeway is a divided highway having full access control. The building authority usually purchases the access rights of abutters to restrict access to specific interchange locations.
An expressway is a divided highway having partial control of access. There may be a mix of interchanges and at grade intersections.
Both freeways and expressways are controlled access highways.
A conventional road is any road other than a freeway or expressway. A conventional road may have some regulation of access, but is usually a mix of at grade intersections and driveways.
