Controller installed on the enclosure floor. 1

Hi,

During an inspection of airhandling unit, I found that the BAS contractor installed their controller board on the floor of the enclosure.
This Air handler is on roof, and may be subject to rain water in case the enclosure door is open, or if the enclosure seal is broken.

Can someone guide me if this is an acceptable practice, and if not, which code or specification it violates.

On more than one occasion when I was doing building systems, I'd get into a workmanship argument with a contractor, nothing else to go on other than that I didn't like what they'd done. Said, fine, leave it, I'll just bring out some signs next week to hang on it that say "Installed With Pride By ______". Never actually need to come up with any such signs. Not sure, though, that such a sign in an enclosure with a door would help much.
 
They have probably violated the approvals of the original panel.
Have them either have the panel re-certified with the additional equipment installed or supply and install a suitable separate weatherproof enclosure for their equipment and also plug any screw holes in a workmanlike manner.

Seems to me to be a major safety issue

I see that mounting everywhere. Look in any machine tool! You'll see at least half a dozen things mounted on the bottom of enclosures that could have coolants and oil ending up there. It just doesn't tend to be a problem. Of the probably 300 hundred I've serviced not one had an issue because of that mounting. True they won't be open to the weather for service but you can't say everything on the bottom foot of the panel won't get the same weather treatment if one's crazy enough to try to service something like that in the rain.

Any panel like that needs a condensate drain that would usually preclude a puddle from forming.
