What about edit Arc length with associative turned ON. You ought to be able to change the interior knot points and keep the length by moving one or both of the end points. As John says you need to state the version of NX since assocative arclength edits only came in after NX-4 I think.
What would prove more difficult is to hold the two end points and vary the internal knot points to arrive at a determinate length. If the shape is simple and the spline planar it is solvable by iteration methods if you constrain the start and end points and associate the middle of the spline with one other point on the plane. Then by moving that point you'll be able to iterate towards the desired Arc length.
There may also be things you can do with Law curves but I'm not sure how or whether they might be appropriate to you needs. Suffice ti say it would be unusual though perhaps not impossible.

Thanks for the reply. I am in fact trying to keep both ends fixed and vary the middle.
Here is a little more info on what I am doing. Since we have an immediate need, I am evaluating the best way to model condiuts in a dynamic environment. I have already looked into Electrical routing. Now I am looking to see if the same can be done with modeling techniques. My Goal is to better understand the differences and implications of each solution then deploy a method within our group. Although historically I am a UG Guy I understand that this type of Spline fuctionality was available in Ideas and I was wondering if it made it into NX.
