Convert 10 minute mean wind velocity to 3-sec gust 2

Is it possible to convert 10-minute mean wind velocity to 3-sec gust? Or even fastest mile?

Yes. If not a hurricane prone area (or maybe even if it is?) you can employ the Durst curve to convert wind speeds between different increments of measurement.
