It's possible to insert a .jpg image, trace over it using lines, arcs, splines etc. and save as a .dwg. The .dwg can be scaled by using a part of the .jpg image that you know the actual dimension of, and use it as a reference. I have done this with pictures of gun stocks, and it works well.

And you can insert the jpeg and make it part of a drawing. I did that once when someone needed an existing deck altered for a sunroom. I scanned in the original deck drawings, showed the modifications as an overlay of he original, and went from there.

You can always try a raster to vector converter, e.g. Scan2CAD

Just remember you can't make a silk purse out of a sows ears so if you've got rubbish raster images it might not be worth the effort.
 
Thanks guys, tried the software and I think the jpeg is too complex to be converted over. It's actually a isometric view of a solidworks drawing that one of our salesmen sent me in jpeg format. Looks like we had the SW drawing converted to Acad already.
