A two cell evapco cooling tower circulating approx. 7500 gallons per minute does not seem to be cooling as it should. my question is this. we have our return lines into the cooling tower only open about 75% (all exchangers are at 100% output on cooling water side). Does having the return lines at the cooling tower only open 75% (there are four of them) hinder the cooling any?

It won't hinder the cooling but it might reduce the total water flow through your system.

You really need to analyze the performance of the tower versus it's original design, essentially a performance test. If ambient conditions are not per design, the cooling tower performance will be affected. Do you have any historical data to see if the 'lack' of performance is a recent change or a 'day 1' deviation?
 
This has been an issue since startup some five years ago. I will look into a performance test and see what has been done. thank you
 
also, what is calculations for figuring exchanger efficiency? (plate exchanger)
