There is a finite limit for approach of probably 5F, but that requires a large tower according to spx. A more normal approach range appears to be 15 to 20F. So 22% sounds a bit low, but what are your parameters / design and measured wet bulb temperatures? Remember - More details = better answers Also: If you get a response it's polite to respond to it.
