Is it possible to use cooling water to keep equipment in wet preservation after adding phosphate, anti-corrosion, oxygen scavenging biocide as there is no treated water and no N2?

No, the water will not circulate, the equipment will be isolated and blind
As for the way to monitor the chemical levels, it will be done by taking tests on a weekly basis
As for the period, it will be from six months to one year
If you have no taste water where does the cooking water come from?
If you dose water with enough chemicals you can use any water supply. The problem is usually where can you dispose of this now toxic liquid after use?
If the cooling water is "raw" water from a river or similar then the key issue is biocide to kill all the bugs. Fail to do that and they can eat you equipment in weeks.
