Core wall on boundary issue

I have this multi-storey structure that consists of a basement and I have two questions regarding the cores and hope you can help me.

1.The architect puts the core wall near the boundary and to save the space for car park on basement level the stair core has been been shifted as below.
As you can see, the walls above will be sitting on the landing and ground floor slab instead of going to the footing, I am not comfortable about this as the core is going to resist the lateral loads. I am wondering if anyone has designed this before and share your thoughts on this.

2. The lift core is also on the boundary, as you can see, one wall will directly sits on the shotcrete wall and the rest goes to the basement(footing). And because of this, I have no room to put the footing to resist overturning in Y direction. How will you design this?

Thanks Kootk. What about the footing for the lift in the second pic attached? As the core is next to the boundary I dont have enough room to put the footing for overturning. I have calculated but I dont think it will work for overturning moment about E-W direction as the footing is not long enough in N-S direction due to the boundary issue

Put a raft foundation under the entire shaft and increase it's size until it works as an eccentric foundation. Or consider piles, strap beams etc if those would be viable alternatives in your situation.
