I am trying to design a special concrete shear wall. The boundary zones of the wall needs to be approximately %60 of the total wall length so there is not much space left for panel zones. In NEHRP document it mentiones that the wall can be composed of pre-tied modules that can be connected prior to closing of formworks. (see attached image)

Could you please tell me what kind of details are used to connect those pre-tied modules to each other afterwards (especially for horizontal reinforcement & stirrups)?

You essentially have a few options for the horizontal splices:-

1) throw on some full length bars on the outside faces anchored into the core of the wall at each end at an appropriate spacing after the modules were in place (these are a direct lap with the stirrups in the modules)

2) throw on some individual U bars anchored/hooked into the core to lap with each and every horizontal stirrup in the module, lap length would be a development length for a hook (using deformed bars)

3) thread in some full length bars inside the vertical bars on each face at an appropriate spacing after the modules were in place to link them all together (if you like these are an offset lap with the stirrups in the module)

Depending on module length, one or some combination will make the most sense from a constructability standpoint.

Note that you need to take account of any requirements in your code for lapping in the cover concrete if the splice bars are on the outside, ends hooked into the core of the wall, this most likely means deformed bars are required, or stresses limited as detailed in your local code.
