Correct Consumable to weld TWO different base materials

Dear Friends
Applicable Code - AWS D1.1-Single V groove x 25.4mm thk.
I have to qualify PQR with AH36 TO EH36(-20 x -40 deg celcius respectively) or AH32 TO EH36 using either SMAW or FCAW.Both base material have different Impact Values.

How to choose the right consumable? What is the criteria to be complied in accordance with AWS D1.1?
