Correct way to write the hole size

hi, All: We are using Class Z plus (+) and minus (-) gage pins to check the hole size, for example a hole size Ø.250±.002:

A. If pin gage Ø.251 (+) can go, but pin gage Ø.252 (+) cannot go, so the actual hole size on the inspection report is Ø.251 or Ø.252?
B. If pin gage Ø.251 (+) can go, but pin gage Ø.252 (-) cannot go, so the actual hole size on the inspection report is Ø.251 or Ø.252?
C. What is the correct way to report (write) the hole size inspected by plug gage test method? Any ASME standard to support it?

Our inspection reports require the operator to list the inspection method used, or in some cases limits the inspector to a single tool. In your case, the inspection report would list the method as "pin gages" or similar.

If/when we have + and - sized gages, the measured value is listed as the gage size, i.e. .252- or .251+.

I was heard the actual hole size on the inspection report should be one larger pin size, that means a measured pine size is Ø.251(+), then the actual hole size on the inspection report should be Ø.252, is that true?

Heard from who? On what basis?

I would suggest that you record "pin gage Ø.251 (+) can go, but pin gage Ø.252 (+) cannot go"
 
Maybe ASME Y14.43 would speak to this issue?
