Covering rebar underwater in a tank

If we have a reinforced concrete tank and inside it there is a reinforced concrete wall which we want to cut away from the main tank and remove - that will leave ends of rebar in the resulting cut surface.

The tank is for water treatment so having the ends rusting off into the water isn't good.

Is there a way to coat or cover these such that the rebar won't begin rusting?
Is there any standard practice on this?

We recess them one half inch and fill the recess with epoxy grout.

I'd probably cut them off an inch below the surface, clean the area so it is pristine, and apply a zinc-rich epoxy primer and then fill the balance of the hole with epoxy. Check with the suppliers to find a suitable material. I'd check at the supplier level; they generally have good technical 'chemists' on hand. Of a lesser quality, I've found a couple of really good technical coating guys at the sales level. They can usually obtain answers if they don't know.

Another alternative... I've used Sikacrete 123 Plus and it really bonds; you could use it in lieu of the epoxy filler, but, I'd still use the zinc-rich epoxy to coat.
