How can I create a muti-section surface from the following two profiles?

I don't think you can use it for a multi section surface.

It might be easier to use blend to do it, but if you want to contol the curvature then you need a guide.
 
Try with "Fill", but I think you need to extrude both curves in their normal direction first so you can control the fill better
 
Create two extrudes - one from each curve and then use blend. You can then tangency match the blend to each extrude and also adjust the tension at each end to tune the shape. It'll probably turn out pretty nasty but then it's expecting a bit to get a decent result from very basic geometry - after all, you can't polish a turd can you?
