Creating area from two different circles.

i want to create a cone. i have made two circles of different radius, now by joining lines through these two circles or some manner i want to create an area, can anybody help me how to do. since i want to control my mesh in a particular section i am doing in this way instead of using direct cone creation. here is the script file. pls help with this.

Where is the section for which you want a specific meshing ?

I think the best way to draw your cone without the primitive creation would be to start drawing a line and then rotate it along the cone's axis. But it depends on the said section where you want your particular meshing.
 
on the surface of the cone i will draw a circle in that i want to control the mesh. anyways i found another way to do it and successfully finished. thanks for your effort and reply
