creating Info.txt for a Part 1

Hello everybody,

Maybe someone can help me with that!
I work in an NX / Teamcenter environment.
Now I want to add an info.txt to the item where the .prt is created. The text file just contains information about the file(which is created by the user).
If somebody now opens this PRT file, then the text file should pop-up automatically and come to the front.
Could someone give me a hint how I could implement that?

What you want to do can probably be done, but I have no idea how. I know others out there may know.
I have another suggestions. Try doing it with a PMI note. I included a link below. The thread primarily talks about the material, but I think you can expand that to include expressions.
