creating reference curves

When I want to create a reference dimension in a sketch, this is something I can determine before its created. However I can't figure out how to do this with a curve. I create a line and then convert to reference. Am I missing something?

Select the line and then just hit the convert to reference icon.

Make sure also that the curve that you want to convert to reference is in fact not outside of the sketch.

Make sure the little radio button for Reference is selected. You can pick either Reference or Active. The system remembers what was selected last, so if you have changed a reference line back to active, you'll have to reselect the Reference button.

IMO it should just be a toggle, and just change the line to the opposite of what it is. It would be easier that way.
