Credible overpressure scenario TEG reboiler

Hello all.

I have always thought it prudent to look at fire case PSV sizing on TEG Dehydrator packages, specifically on the regenerator. I have encountered an instance in which it is being proposed to not consider this case. The issue at hand is the question of whether or not anything other than the TEG itself is present as a pool fire source. Has anyone else run into this?

As far as I am concerned, I think one needs to look at it.

Depends on the other equipment in the common kerbed area that this TEG reboiler is located in - if any one of these other vessels contains hydrocarbons or other flammable materials with an operating temp greater than flash point temp, fire case relief would be applicable. Moreover, TEG in reboilers is often contaminated with heavy hydrocarbons- operators sometimes manually skim off heavy hydrocarbons from this location.
 
Pretty much everything in the dehydrator package is in the building with this reboiler except the contactor, the firetube / flue gas end, and the top section of the still column.

But isn't the reboiler an atmospheric vessel? If not, where does the steam go? You could treat the reboiler as a source of "pooled liquid" for the contactor sizing, but I've seen several reboiler fires and none of them got close to damaging the contactor. The reboiler itself? I don't think so.
