Credit B31.1 relief valve for Section III vessel?

A tank is designed to ASME Section III. No relief valve was provided on the tank, because the tank was designed to system design pressure. FME evaluation postulated failure of the pump control system leading to overpressurization of tank.

Does Section III allow taking credit for the B31.1 relief valve in the piping attached to the tank?
